According to the UNESCO .School fee abolition is seen as one of the strategies and as a major measure to improve the enrolment and participation rates. Tuition fees and other private costs of schooling are viewed as a barrier for many children to access and complete primary education. They are especially burdensome in countries where poverty imposes tough choices on families and households about how many and which children to send to school, and for how long.
Thus, Fee-free education policies must not only take into consideration the abolition of tuition fees but also the other costs for households such as textbooks, uniforms, transportation, etc. Fee-free education policies should also be embedded in a larger policy framework in collaboration with other institutions. Of course, the fee-free policy must ensure an education of adequate quality and even be an opportunity for a better education.
Education should be a compulsory investment to the individual.Yet,the government should be optimistic in providing a basic education to the citizen.The ability on providing basic education will enhance many aspects including economic’s growth.
How to measure an education?1An ideal measure of an individual’s education should capture several components, including the number of years spent in school, the quality of the schooling, the nature of the curriculum, and the student’s effort.  Creating a measure that accurately quantifies these components is difficult.  Of these components, an individual’s years of schooling is the only directly observable characteristic.  We may indirectly measure aspects such as educational quality and individual ability and effort through standardized tests; however, there is disagreement regarding the reliability of such tests.
In micro economic analysis that studies the variation in wages as a function of education, individuals’ years of schooling is frequently used as an independent variable.  In macroeconomic analysis, economists often include a variable for human capital.  Because human capital encompasses a range of characteristics such as education, work experience, and health, it is extremely difficult to directly measure human capital.
Techniques used to measure the education of individuals and the aggregate human capital of an economy are imperfect.  Disagreement among researchers as to the “best” measure of various aspects of education and human capital makes it more difficult to compare the findings of empirical studies to determine the true impact of education on individuals’ incomes and economies’ growth rates

Education or its level cannot be a measurement aspects in standardizing a human capability.Some people with skills and experiences but lower education level may have chance to perform much better in working area.Some with good educations level might have priority to stand out in term of idea and theory.both have right to improve their competence
Right on education is belong to everyone. it is very much expected that Governments would be able to design and implement policies reducing the economic barrier to school for the poorest.Demand on Education are very much concerned nowadays.and how much does the government has to spend on education is unpredictable.The education cost is raising and become expensive.It is a must for every country to make education as affordable,free for those who are poor,with the same curriculum and facilities.
In my country,the most pleasant controversial that happened lately will bring us to connect every issue into politics condition.some of us will be very much concern to show the government that they are failed or almost failed in serving the community.the students? They are merging these into the term of “comparing the system in some countries that provide free education to the people”.and at the end, there would always be “why does our country cant provide free education when certain country are able to?”.my quote is simple.Education is an investment, Make education affordable, and give Free Education for those eligible.Be thankful for the chance on education we have.we could savor the chances of going to school when there are many people in some countries are struggling for basic education.
